He has had this response from Neighbourhood Supervisor Jason Prentis:
Thank you for your enquiry regarding refuse and litter on Tradescant Road.
We're aware of this problem and it’s one that I am keen to tackle. The possibility that I’m favouring at the moment is removing the bins altogether and putting the businesses that they belong to on a bag collection. They would then have to present bags at a designated time which would be picked up by the trade refuse vehicle on South Lambeth Road.Personally, I wonder if this is quite the right answer; it seems rather unfair on the people who live above the shops. Can you imagine having to keep your rubbish around your flat and then remembering to leave it at a designated time and place at the Council's convenience?
We would also have to write to all residents above the shops informing them of the need for them to present their bags at a designated time and place which would be picked up by a cage vehicle. To take into account the ethnic make up of the area we would have the letter translated into any appropriate languages. I am confident that this approach could go a long way towards improving the condition of this road which is frequently littered and acts as a magnet for fly-tipping. I would welcome your thoughts on this.
I would think that the first course of action might be for Lambeth to empty the big bins on a daily basis if necessary (perhaps this might even mean fewer bins) and see how that helps, although I'm sure it wouldn't solve the fly-tipping problem on jot.

The proposal seems a decent solution to me - even in the absence of overflowing rubbish, these commerical rubbish bins don't belong on a residential sidewalk. The rest of us on Tradescant Road keep our rubbish on our properties until it's time to set it out for collection; I don't see why it should be different for the businesses and flats at one end of the road.

I've written Lambeth Streetcare about this a few times and sent photos as well. Back in May, Jason Prentis, Neighborhood Supervisor, first made a promising reply. Since then, he has gone silent. Perhaps if others on the street spoke up, we might get some action. E-mail streetcare@lambeth.gov.uk to voice your concern.

After gegtting nowhere with Jason Prentis at Streetcare, I've been in contact with our Councillor for the Ward of Stockwell, who also happens to be the Chair of the Environment and Community Safety Scrutiny Sub-Committee, Imogen Walker. She has been very helpful in raising the issue with Streecare and got (another) promising response from them. This has only been in the last few days, so we'll see if there is any effect.
