1930 Lambeth

Just found this 1930 picture from the National Archives on Flickr.

It's a "view across Lambeth to the Palace of Westminster with a German Graf Zeppelin overhead".

Can anyone identify any buildings (apart from the obvious)? Any guesses as to where it might have been taken from?

In the middle of the photo is a white building and stood on the roof are four people - you can see them. The 3rd person (left to right direction) is Harry Smith, a chimney sweep operative of LAMBETH WALK. He was Knighted in 1953. He pre-deceased the 14th of of 17th children. His wife is still on Housing Benefit.
