US Embassy Update

According to Wandsworth Council, broad planning permission has been granted for the plan to go ahead:

"The embassy will be in the centre of the site and set back 30 metres from its boundaries. The building’s height has still to be determined but will be in the region of 15 to 20 storeys." and "will employ 800 people and offer jobs for local people."

I've seen elsewhere that an architect should be selected by January, with the project finishing around 2016.  In my opinion, 15-20 stories sounds grossly over-sized for the 800 employees envisioned, and far larger than any other US Embassy I've seen.  I've never known the US to share a building, so I'm wondering if the building will eventually be downsized.
